2023: A Year of Change for Australian Immigration

Welcome to 2024! As we embark on a new year, let's take a moment to reflect on the significant transformations that shaped Australia's immigration landscape in 2023. We'll also explore what the future holds under the government's recently released "Migration Strategy."


Good News for New Zealand Citizens


The year kicked off with a smoother path to citizenship for our Kiwi neighbors. Introduced in January, an expedited pathway allowed New Zealand Skilled Independent (subclass 189) visa holders to apply for citizenship sooner by backdating their permanent residency period. This initiative was further enhanced in April, creating a direct path to citizenship for New Zealanders residing in Australia for over four years, bypassing the need for a permanent visa altogether.


Employer-Sponsored Programs Get a Revamp


2023 saw significant reforms aimed at attracting and retaining skilled workers through employer-sponsored programs. Here's a breakdown of the key changes:


  • Increased Income Threshold: The Temporary Skilled Migration Income Threshold (TSMIT) rose to $70,000 in May, ensuring fair wages for skilled migrants and attracting top talent.

  • Pathway to Permanent Residency Simplified: Substantial changes were made to the Temporary Skill Shortage (TSS) subclass 482 visa and the Temporary Residence Transition (TRT) stream of the Employer Nomination Scheme (ENS) subclass 186 visas. These reforms simplified the path to permanent residency for TSS visa holders and revised age exemptions for specific applicants. Employers now have more flexibility in nominating candidates, with the required work period in nominated positions reduced to two out of the last three years.



Farewell Pandemic Event Visa

Introduced in 2020 to address critical labor shortages during the pandemic, the Pandemic Event Visa is being phased out. From September 2023, it was only available to existing holders, and on February 1st, 2024, applications closed entirely.


Other Key Changes in 2023


  • Ending the COVID-19 Concession Period: Implemented to provide flexibility during the pandemic, the concession period officially ended on November 25th, 2023.

  • Easing the Path for International Medical Graduates (IMGs): Streamlining the process for employers of IMGs, September 2023 saw the closure of the Visas for GPs program. This eliminates the requirement for a Health Workforce Certificate (HWC) in employer nomination applications for specific medical professions.

  • Supporting Regional Migration: Encouraging skilled migration to regional areas, June 2023 saw the removal of the minimum income requirement for the Subclass 191 visa.

December 2023 marked a turning point with the release of the Australian Government's Migration Strategy. This comprehensive plan outlines sweeping reforms to ensure Australia remains a magnet for skilled workers. Here's a glimpse into the eight-point roadmap that forms the core of this strategy:


  • Revamping Temporary Skilled Migration: A brand new Skills in Demand visa will be introduced, offering three targeted pathways.

  • Reforming Permanent Skilled Migration: A potential Talent and Innovation visa and a reformed points test are being explored.

  • Strengthening International Education: Expect enhanced scrutiny and potentially higher English language requirements for international students.

  • Combating Worker Exploitation: Robust legislation, a public register of employer sponsors, and new policies aim to prevent worker exploitation.

  • Strategic Migration Planning: A long-term, evidence-based approach focusing on skills and targeted locations.

  • Focusing on Regional Visas: Regional Australia takes center stage with prioritized visa allocations and a potential review of the Working Holiday Maker program.

  • Strengthening Indo-Pacific Connections: Deepening people-to-people links within the Indo-Pacific region.

  • Streamlining the Migration System: A comprehensive simplification agenda aims to remove redundant visas and streamline processes.
